My opinion of last nights SOTU!

his Moment of the State of the Union Just Lost the Democrats the Midterms STORY HERE

  • Alice forwarded a summary of California Bill AB1900 (CalCare), stating it will eliminate private health care plans.
  • The bill establishes a framework for a single-payer system but lacks a final cost estimate, requiring a future fiscal analysis.
  • Funding would rely on a CalCare Trust Fund collecting redirected federal dollars and proposed new state revenues like taxes.
IF YOU LIKE YOUR HEALTH CARE PLAN, YOU CANNOT KEEP IT!

There is a new SINGLE PAYER HEALTH PLAN, AB1900 submitted by Democrats in California that WILL impact your finances and your health care.  IT WILL ELIMINATE PRIVATE HEALTH CARE PLANS.  Here is a summary of the Bill I was able to put together.

As of now, AB 1900 (CalCare) does not include a specific cost estimate or final funding plan in the bill text itself — and that’s by design; the bill focuses on establishing the framework for a universal health system, not on the final financing details. (LegiScan)

Here’s what is known and what experts expect based on past analyses of similar proposals:

💸 Estimated Costs

  • The bill itself doesn’t specify a total price tag yet. It requires the CalCare Board to perform a fiscal analysis and determine if revenues are sufficient before implementation. (LegiScan)
  • Previous single-payer-related studies (on similar ideas like CalCare/AB 2200) by planning bodies have suggested hundreds of billions of dollars annually could be needed to cover all care for all Californians — possibly in the range of roughly $300 billion–$500 billion a year or more — if scaled broadly and immediately. (This isn’t from AB 1900 directly but from analysis of similar comprehensive system proposals; a final number would depend on benefit design and costs control.) (Word & Brown General Agency)

💰 How Funding Would Work (the Framework)

🧾 1. CalCare Trust Fund

  • The bill sets up a special CalCare Trust Fund to hold money dedicated to the program. (Digital Democracy | CalMatters)
  • This fund would receive federal and state funds earmarked for health coverage.

📡 2. Federal Waivers/Approvals

  • To redirect existing federal health funding — especially Medicare, Medi-Cal (Medicaid), CHIP, and ACA marketplace subsidies — into the CalCare system, the Board must negotiate waivers with the federal government. (LegiScan)
  • Successfully redirecting these funds could bring tens of billions of federal health dollars into the state early on.

🧮 3. State Revenue Sources (To Be Proposed)

AB 1900 itself doesn’t lay out new taxes, but any ultimate financing plan would likely involve a mix of:

  • Higher state taxes (often progressive income tax increases or payroll taxes)
  • Employer contributions
  • Business taxes
  • Redirected federal payments (as noted above)
  • Possibly other revenue streams (e.g., assessments on high income or wealth)

Past analysis of single-payer proposals for California has suggested that state-level tax increases would be necessaryto raise the large sums required — though proponents argue overall health spending could fall after eliminating premiums and administrative overhead. (Word & Brown General Agency)

📊 Key Safeguards in the Bill

Before any real CalCare system launches:

✔️ The CalCare Board must conduct a fiscal analysis to show revenue will cover costs. (LegiScan)
✔️ Many provisions won’t take effect until sufficient revenues are in the Trust Fund. (Digital Democracy | CalMatters)
✔️ California must obtain all needed federal approvals to redirect federal dollars. (LegiScan)

🧾 Bottom Line

🔹 Cost isn’t yet finalized — AB 1900 sets up the system and requires a formal finance plan. (LegiScan)
🔹 Potential overall cost would be very large — likely in the hundreds of billions per year if implemented statewide.
🔹 Funding would come from a combination of redirected federal health dollars and new or expanded state revenues, with the CalCare Trust Fund collecting and managing that money. (Digital Democracy | CalMatters)
