GOT IT!

Leroy, I was sorry to hear of the passing of Capt. Larry Otter.  He was one of those commanders at SJPD who always had the best interests of the men and women who worked under him at heart.  A truly caring and kind person.  The follow story exemplifies Larry’s spirit and professionalism.

In the fall of 1980 I was working as a motor officer within TEU of which Larry Otter was the Captain.  One day I had been in court prior to my shift and before briefing, met up downtown with a good friend and sometimes roommate, Ron Goates of the CHP.  Ron was also a motorcycle officer and wanted a boot shine so we headed to 1st and Santa Clara.  We were unaware but a tourist from London saw us and snapped a few photos of Goates and myself.  Several weeks later, a letter from a Gwen Tilly arrived at the PD addressed to the traffic unit.  Larry called me into his office and wanted some background on the photo Ms. Tilly had sent so that he could prepare a response and sent it to her in England.  He did just that and copies of his and Ms. Tilly’s letters are attached. 

I wish I still had a copy of that photo but I gave it to Ron Goates as a gift upon his retirement from the CHP in 1994.
