Contributed by: Ivano Franco ComellinI received notification of the passing of Vintage San Jose Police Officer Daniel P. Wagener #1211. The only Dan Wagener that I knew is pictured in rear row top left of the photograph of the San Jose Police School Staff 1958-59. As I recall, Dan worked the Radar Car in the Traffic Enforcement Unit for many years. He kept an accurate log of all the tickets he gave out an would give you his estimate of all the money that he made the City over the years.
I wish you could have come to the dinner, this past Monday evening, at the Tuscany Italian Restaurant, inside the Tuscany Hotel/Casino, here in Las Vegas. There were 16 or more in Attendance, most from SJPD, and much talk about you and your newsletter each week.
It was a great time seeing and talking with all the “old timers.” Many photos were taken by Bruce Toney and others in attendance. I am hopeful that some or all of the photos made it to the Farsider publication.
We have to get Biden out of there. I have been quiet and withdrawn for several years, but this time I am making a severe effect to get that “clown” out of office. With that in mind, I have sent the enclosed letter to Governor DeSantis. I offer this letter, not for its content, but actually so that others may see and write DeSantis at his Governor’s Mansion address. I thank you in advance for any effort you may expend in order to provide DeSantis address to your Farsider readers. Possibly others will wish to write, and will have and submit different (and better) suggestions, in an effort to get Biden out of office.

Dear Governor DeSantis:
I am one of your ardent followers. At one time I was a “Trump” follower, but only because the GOP had not presented a more capable individual. Trump did a lot of good for our Country, but his personality turned me off, and his attitude had a similar outlook.
I am a retired CA Chief of Police, and have worked on an abundance of different assignments over the years. At one time I also worked for the US Department of Justice in El Salvador, but when the contract ended, I returned to the USA. I really liked the work assignment in Latin America, for the Department of Justice, and I am hopeful that you will consider my appointment when you become President of the USA.
I have some very important and relevant suggestions for your platform. Some relate to my prior employment as both a Federal Agent, and various Municipal police roles.
1. There should be “Mail Theft Surveillance Teams” working all over the USA. When people are reluctant to use the US Mails, it is because of the thefts that are occurring all over the USA. If I were the Postmaster General, I would ensure that the “integrity” of the US Mails is of foremost concern for the entire Postal Service
2. There should be School Resource Officers (SROs) in every single middle and high school in the USA. When I was Chief in one City, I designed a special contract between the Police Department and the School District, and each would contribute ½ the cost of each SRO posted in the relevant schools. I believe you could have the likewise performed in every school district in the USA.(a Police/Schools “partnership”)
3. With Biden (illegally) pushing the manufacturing and sales of EVs in every corner of the USA, it would provide a good basis for you to recommend a “sales tax” deduction on our Federal Taxes each year. The “sales tax” deduction could apply only to EVs (new and used), or could extend for all vehicles purchases. It is time that the Tax Code be amended. Deductions have been reduced significantly the past several years. While discussing Taxes, consideration should also be given to many States over-charging for EV license plates.
4. More and more of our Citizens are disabled, some born of this nature; others acquired the condition as a result of work assignments. Currently small County “Disability buses” are either crowded, slow, or late in pick-ups and deliveries. All Disabled persons should be encouraged to ride public transportation, at a reduced rate (this fact is not “nationwide” as of this writing). Our US Gov’t needs to enter the picture, and come out with regulations involving the transportation of Disabled persons. Instead of taking care of “new babies,” possibly your Transportation Agency head “appointee” could insure a universal system for the public transportation of all “Disabled persons.”
5. Police Training varies from City to City, County to County, and State to State. Maybe you could corral some upper level Department of Justice executive, and designate him/her to assign a very capable person to isolate exactly what training is necessary and work toward the preparation of a curriculum which is to be used throughout the USA. Police in one jurisdiction should not be taught a “choke hold” while in other jurisdictions such holds are improper (and illegal). Police training should be consistent throughout the USA That could be the Republican “way” of upping standards.nnShould your travels bring you to Las Vegas, please keep my name and phone number in mind. As the Cinco de Mayo celebration comes to a close, many events were peaceful and a majority of community members and visitors lawfully enjoyed the cultural celebration that has been a San José tradition for decades. We proudly embrace and understand the significance this celebration holds for residents and visitors, and plan accordingly to ensure everyone can enjoy it safely. As in years past, the Department took preventative measures to ensure the community could celebrate safely. In doing so, SJPD also employed zero tolerance for criminal behavior.
nThrough the weekend of May 5-7, SJPD monitored Cinco de Mayo festivities, while still responding to regular calls for service. During the course of normal operations, SJPD patrol units observed several misdemeanors, felonies, reckless driving incidents, sideshow activity, and other quality of life crimes that required enforcement action in order to keep the peace.nnWhile proactively patrolling from May 5-7, SJPD statistics included:nnTotal Calls for Service: 2,642nTotal Arrests: 115nTotal Vehicle Impounds: 30nTotal Citations Issued: 407nTotal Reports Taken: 352nTotal Firearms seized: 6nnRoad Closures and Diversions:nnHistorically, the Police Department has gotten numerous requests from residents and business owners concerned about unsanctioned gatherings and activities that would occur when people would arrive in San José from outside the city during Cinco de Mayo weekend. In past years, the Police Department took a reactive approach to gridlock traffic, violent crimes, and vandalism by responding to calls for service and taking enforcement action where appropriate. This approach actually resulted in large numbers of arrests and citations, and did little to alleviate the concerns of residents and business owners.nnApproximately twenty years ago, we studied the crowd control measures that other cities employed during large scale events of all types. The San José Police Department developed a proactive approach to reducing gridlock and crime that relied on strategic traffic diversions as a key component. These traffic diversions are only employed when traffic gridlock is starting to occur, and/or when crowds start to become large and unruly enough that they present a public safety issue. In the years since this strategy has been utilized, we have seen a reduction in violent crime and gridlock traffic. San José residents can more easily move about and celebrate traditional Cinco de Mayo events, which is the main purpose of our efforts. In no way is our response to Cinco de Mayo intended or designed to inhibit anyone’s ability to celebrate the holiday. It is simply a proactive approach to increase public safety around an event that has historically drawn large crowds from outside the city, many of whom did not celebrate lawfully.nnPatrol units were strategically deployed to minimize traffic gridlock, allow emergency vehicles access to roadways, and proactively ensure public safety. City street diversions only occurred when it was deemed necessary to lessen the impact of vehicular traffic in areas already impacted with significant pedestrian and vehicular congestion.nnDue to ongoing staffing shortages to the Department, operational plans also included leveraging the use of road closures and other traffic diversions to limit further traffic congestion and to prevent delays in response times to address any criminal activity. Similar closures and diversions have been utilized during other major events that draw large crowds throughout the city. The purpose is to ensure traffic continues to flow and community members can celebrate these events safely.nnThe Police Department has been employing this proactive approach to Cinco de Mayo traffic and crowd control for close to twenty years. Although the deployment of these measures are not new, the Department recognizes the need to communicate these closures earlier. In the future, we will strive to announce any planned responses to large scale events with enough advanced notice to ensure that the community and our elected officials have adequate notice to prepare accordingly.n
