We just lost another great one.
Thomas C. Frazier
February 9, 1945 – May 16, 2025
Retired Deputy Chief Tom Frazier passed away on Friday, May 16th at his care facility in Novato.
Tom had recently experienced health challenges that led to him being provided hospice care.
Tom had an exemplary law enforcement career of great impact both at San Jose and nationally.
He was a highly respected leader, mentor, and friend to many throughout his life.
Following his retirement from San Jose in 1994, Tom served as Commissioner of the Baltimore police department for five years and as Director of the Office of Community Oriented Policing Services under the Clinton administration for two years. He served as Executive Director of the Major Cities Chiefs Association for ten years and also as the Compliance Director over the Oakland police department.
Tom had moved to Novato to be near his son, Kyle, and his family.
Tom’s family is planning a celebration of life to be held in Novato on June 20th. Details will be updated as they are finalized.

I am deeply sadden by the lost of Deputy Chief Tom Frazier. I first met Tom when I was a Lateral Recruit Officer in the FTO Program. I was in the plain clothes phase of the Program and Bob Serpico was my FTO. I went on a Disturbance Call and then M.E.R.G.E. Lt. Tom Frazier showed up as my fill. I looked at Bob and ask what do I do now? Bob said treat him like you would if he was an Officer filling for you. I looked at Lt. Frazier and asked if he had any FI Cards. He looked back smile and said of course. I told him “Good now get ID from those two guys, 10-29 them, and do FI cards.” I looked back at Bob and asked “too much?” Tom just chuckled and gave that smile he had when he approved. From that point I didn’t realize it but I had made a friend. D/C Frazier would keep showing up on my calls when I was and FTO and then when I worked up in SAIU he was always around as my Captain and D/C. Tom was a guy I never wanted to disappoint. I just want to thank you Chief for some of the opportunities you gave me. It was quite the ride and I will never forget. RIP Deputy Chief Frazier. SJPD Blue Forever.

My deepest sympathy to Commissioner Tom Frazier’s family. Tom was a good mentor to me and many others in the Baltimore Police Department. Tom brought many changes to the department, some popular some not so popular. His motive was to create the best police department in the nation. A man of high integrity and strong work ethics. May his memory be eternal.
