February 9, 1945 – May 16, 2025

Retired Deputy Chief Tom Frazier passed away on Friday, May 16th at his care facility in Novato. Tom had recently experienced health challenges that led to him being provided hospice care.

Tom had an exemplary law enforcement career of great impact both at San Jose and nationally. He was a highly respected leader, mentor, and friend to many throughout his life.

Following his retirement from San Jose in 1994, Tom served as Commissioner of the Baltimore police department for five years and as Director of the Office of Community Oriented Policing Services under the Clinton administration for two years. He served as Executive Director of the Major Cities Chiefs Association for ten years and also as the Compliance Director over the Oakland police department.

Tom had moved to Novato to be near his son, Kyle, and his family.

Tom’s family is planning a celebration of life to be held in Novato on June 20th. Details will be updated as they are finalized.

  1. My mentor and friend. I cannot come up with the superlatives he deserves.
    An extraordinary man who left all who were privileged to know him enriched.

  2. Boss, friend, soccer coach, he filled many roles. One thing that I will always remember was a piece of advice he gave me. Whenever you give an advantage to someone you disadvantage another. Always take the time to see who your decisions disadvantage. RIP Chief, Coach Tom

  4. My deepest sympathy to Commissioner Frazier’s family. Tom was a good mentor to me and others in the Baltimore Police Department. He instilled a code of ethics and accountability in the police department. He made changes, some popular and some not so popular. But his motive was to create the best police department. Rest in peace and may your memory be eternal.
